SCRIE Program Threshold May Be Increased to $50,000

A bill that would increase the number of New York City seniors eligible for a rent freeze has secured approval in Albany and is expected to do the same with Mayor Bill de Blasio. The legislation, introduced by City Council member Margaret Chin, would extend the parameters of the long-running Senior Citizen Rent Increase Exemption Program, commonly known as SCRIE, which halts rent hikes for residents aged 62 or older in regulated units. The new law would raise the annual income cap from $29,000 to $50,000, beginning July 1 of this year.

The program extends a property tax break to landlords to make up for the reduced rent and is administered by the Department of Finance. Over the last ten years, the state has only increased the income cap only twice, falling behind the pace of the city’s rising living costs. The new cap will last until 2016, when a new budget will be created. Those eligible for the SCRIE program are able to have their rent frozen at a specific rate.

Cycle 7 Report: Handrail and Guard Assembly, Balconies Due to the Department of Building by February 1, 2015

In a memo released by Assistant Buildings Commissioner Timothy D. Lynch, P.E., on March 4th, 2014, The Department of Buildings outlined requirements for building owners submitting status statements on handrails and guard assemblies for balcony inspections. These are to be inspected and the building owners QEWI is required to submit a statement indicating that the assemblies have been inspected and their SAFE, UNSAFE or SWARMP status determined.

The memo referred only to Cycle 7, regarding statements for handrails and guard assemblies, specifically balconies. The status statements are to be submitted by February 1, 2015. The slight difference in dates between the DOB Façade Inspection Unit (FISP unit) statement deadline and commencement of Cycle 8 allows the FISP unit time for administrative work. The requirement for separate balcony statements will conclude at the end of Cycle 7 and going forward, all technical information will be required to be incorporated in the regular submittal process for Cycle 8 reports.
